After 1x-1y-1NT, responder's bid of the other minor is artificial and forcing to at least a game invitation (11+ HCP). Opener shows 3-card support for responder's major, 4 of the other major, 2NT with neither and a stopper, or 3NT with a max. Solves the problem of finding a 5-3 major fit that the 1NT rebid would otherwise hide.
